How to use it

The maths
Total inches = feet × 12 + inches, and centimetres = inches × 2.54. So 5 ft 9 in is 69 in, which is 175.26 cm. In reverse, 175 cm is 68.9 in, shown as 5 ft 8.9 in, which rounds to 5 ft 9 in.

Yes, an inch is defined as exactly 2.54 cm. The reverse direction is shown with a decimal inch, which you can round.
